Fort Bliss AER
office is running a pilot program - This program is an effort to
streamline the AER Loan process and to make AER more user
friendly and decrease the amount of time the soldier is away
from the unit. Soldiers wanting AER assistance can walk in and
pick up a loan application
DA Form 1103 or use forms flow and
when they have completed the loan application return it to the AER office with all the required documentation and signatures.
This program will run similar to the Commanders Referral Program
(pg 1 ,
pg 2)in which the loan application is dropped of by 11am the loan is
ready for pick up the same business day, after 11am the loan is
ready the following business day. Emergency Leaves still have
priority and will always be processed fist. During the last
couple of months the AER workload has increased nearly 60% we
feel this is partially due to the changes made over the last
year to better serve the soldier. If this program is successful
as we feel it will be, Fort Bliss AER office will lead the way
in ensuring our soldiers emergency's are expedited.

Army Emergency Relief is expanding the Spouse
Education Assistance Program (SEAP) to eligible spouses
residing within the United States effective with Academic
Year (AY) 2006/2007.

ELIGIBILITY = This program is for the
spouses of active duty Army Soldiers and the widows and
widowers of Soldiers who have died while on active
duty. The spouse, widow or widower must reside within
the United States. The purpose of the program is to
assist spouses in furthering their education to afford
them increased occupational opportunities.

This financial assistance scholarship is
a GRANT and awarded based on financial need as evidenced
by income, assets, family size and special/unique
financial obligations or circumstances. Applicants will
be required to provide a copy of the Student Aid Report
(www.fafsa.ed.gov)

The maximum amount of money for academic
year 2006/2007 is $2,500.00.

The scholarships will be awarded annually
for up to four (4) academic years to attend post
secondary school FULL TIME for the entire academic year
as undergraduate level students.

Spouses must apply every academic year
-
Students must maintain at least a
cumulative 2.0 Grade Point Average (GPA) to be eligible
for the scholarship.

Scholarships are for undergraduate
courses only at a post-secondary or vocational
institution approved by the U.S. Department of
Education. This program is not open to spouses who
already have an undergraduate degree.

site and at AER sections April 1, 2006.

The deadline for receipt of completed
applications for the upcoming academic year 2006/2007 is
May 22, 2006. Applications and supporting documents
must be received or postmarked by May 22, 2006 or
earlier to be considered on time.
TIMETABLE - MARK YOUR CALENDARS
-
APRIL 1, 2006 - Applications and
instructions available from AER sections, upon written
request to HQAER, or by downloading from our web site.

May 22, 2006 - Hardcopy application and
supporting documentation must be mailed to HQAER
postmarked no later than May 22, 2006. Online
applications must be submitted no later than May 22,
2006 with supporting documentation for these
applications postmarked no later than May 22, 2006.

June 7, 2006 - Award letters mailed to
scholarship recipients

July 17, 2006 - Scholarship recipients
complete the AER scholarship agreement and provide a
copy of final Spring semester grades (photo copy
acceptable) if they are already taking undergraduate
courses. These documents must be received at HQAER or
postmarked no later than July 17, 2006.

August 17, 2006 - Scholarship funds
dispensed to colleges and universities.

November 1, 2006 - Applications for
Academic Year 2007/2008 available on our web site, by
mail from HQAER or at AER Sections.
Scholarship money is for tuition, books,
supplies and fees and will be paid by AER directly to the
college or university. Spouses of retired Army Soldiers and
widows or widowers of Soldiers who died while in retired
status will be included in Academic Year 2007/2008. Courses
such as English as a Second Language, GED testing, CLEP
testing and DANTES are not included this academic year and
will be considered for academic year 2007/2008. Spouses of
active duty Army Soldiers who are assigned in Europe, Korea,
Japan and Okinawa and also residing with the Soldier within
those overseas commands remain eligible for the Spouse
Education Assistance Program already established for their
situation. Spouses, widows or widowers who receive free
tuition as a result of their employment will not receive
tuition assistance from AER. However, they may apply for an
AER SEAP scholarship for books, supplies and fees for the
classes in which they are enrolled (must be a FULL TIME
student).
